Maina hails from Biu Local Government Area in Borno State. Maina started his career as a civil servant at a young age. He climbed up the ladder in Nigeria’s civil service, especially in positions related to pensions. Maina was widely known as a senior administrator for pension matters for governance agencies.

Maina was appointed by former President Goodluck Ebele Jonathan as the Chairman of the Pension Reform Task Team in 2010. He was responsible for reforming Nigeria’s pension system. His reputation grew as the corruption allegations mounted.
The EFCC arrested Maina in October 2019 on money laundering charges and theft of pension funds. The Federal High Court convicted Maina in November 2021 and sentenced him to eight years in jail. The court held that Maina had diverted pension funds and that he used the identity of his family members to conceal his nefarious activities.
